About IMO

The International Mathematical Olympiad (IMO) is the World Championship Mathematics Competition for High School students and is held each year in a different country. The first IMO was held in 1959 in Romania, with seven countries participating. It has gradually expanded to over 100 countries from all seven continents. IMO2023 should be the largest ever, with participants expected from 110 countries. The IMO Board ensures that the competition takes place each year and that each host country observes the regulations and traditions of the IMO.

Message from IMO 2023

The International Mathematical Olympiad is a unique event that brings together the brightest young minds from around the world and represents for them the culmination of many years of mathematical endeavor and hundreds of attempts at solving problems. Therefore, we are happy to provide contestants with a comfortable environment to give their best in the contest. Furthermore, we hope all participants have the opportunity to enjoy the company of like-minded young people from around the world and to create memories and friendships that will last a lifetime.

Annual Regulations for IMO 2023

January 2023

All deadlines (times and dates) are at 23:00 UTC (Japan is in UTC+9 all year). All sums of money mentioned are denominated in JPY.

  • The Host City for the 64th International Mathematical Olympiad (IMO 2023) is Chiba, Japan. The main site is Makuhari Messe and APA Hotels&Resort Tokyo Bay Makuhari. The leaders’ site (until Sunday July 9th 2023) will be Hotel Nikko Narita. From Monday July 10th onwards, the whole IMO will be based at the main site.
  • The Host Organization for IMO 2023 is The Mathematical Olympiad Foundation of Japan.
  • The official programme for Leaders and Observers A begins on (arrival day) Monday July 3rd 2023 and ends on (departure day) Thursday July 13th 2023. The shortlisted problems will not be released before Monday July 3rd 2023.
  • The official arrival day for members of the IMOB is Sunday July 2nd 2023. Leaders and Observers A may arrive on Sunday July 2nd 2023 on payment for the extra day of JPY 30,000 for a single room for each person, and JPY 20,000 for shared accommodation.
  • The Official Programme for Deputy Leaders, Contestants and Observers B and C begins on (arrival day) Thursday July 6th 2023 and ends on (departure day) Thursday July 13th 2023.
  • The Contest days for IMO 2023 will be Saturday July 8th and Sunday July 9th. All Contestants must have been born on or after July 2nd 2003.
  • Participation of countries and territories must be confirmed online no later than Tuesday, February 28th 2023.
  • Registration of Leaders, Deputy Leaders, Observers and the number of Contestants must be completed online no later than Friday April 21st 2023.
  • Registration of Contestants must be completed online no later than Wednesday May 31st 2023.
  • Registration of travel details of Participants and Observers must be completed online no later than Thursday June 15th 2023.
  • The official arrival and departure sites for IMO 2023 are the following preferred locations: Narita Airport and Haneda Airport.
  • All accommodation at the main site is normally in shared rooms. Leaders will move to the main site on Sunday July 9th 2023. Accommodation at the Leaders' site is in single rooms for Leaders and in shared rooms for Observers. Leaders may apply for a single room upgrade at the main site (for a fee). The deadline for receipt of such an application is Friday April 21st 2023. Since extra accommodation is limited, full payment in cleared funds of the following charge must be made by Friday May 19th 2023.
    • Single room upgrade for a Leader: JPY 40,000.
    Applications received without the full payment of the charges will be rejected. No refunds will be given.
  • Applications for Observers to accompany the participants must be made by Friday April 21st 2023. Observers A may apply for a single room upgrade at both sites (for a fee). The deadline for receipt of such an application is Friday April 21st 2023. Observers B and C may also apply for upgrades to single rooms at the main site (for a fee). Since extra accommodation is limited, full payment of the following charges must be made in cleared funds by Friday May 19th 2023:
    • Deputy Leader: Single room upgrade : JPY 70,000.
    • Observer A (accompanying the Leader): JPY 300,000(shared accommodation).
    • Observer A: JPY 100,000 for an upgrade to single room.
    • Observers B and C: JPY 200,000 (shared accommodation).
    • Observers B and C: JPY 70,000 for an upgrade to single room.
    Applications received without full payment of the charges will be rejected. No refunds will be given.
  • Proposals for problems must be received by Sunday April 2nd 2023. Proposals must be submitted via the portal at the IMO official website.
  • Countries that need an official invitation in paper form via (old style) mail, should inform info[at]imo2023.jp before Saturday April 1st 2023.
  • Each Leader must ensure that every participant from their country has appropriate travel and health insurance, including Covid related costs, for the relevant period around IMO 2023. Expenses for any quarantine hotel on arrival must be paid by each individual participating country. It is recommended to purchase flexible tickets so that flights may be changed for any reason (including Covid).
  • Covid: During the IMO, all participants must adhere to the organizer’s Covid protocol, including testing for Covid. The current Covid policy in Japan is https://www.mhlw.go.jp/stf/covid-19/bordercontrol.html.
  • Leaders must ensure that all child protection measures which are legally enforced in their country of origin are correctly observed.
  • For each student less than 18 years old, Deputy Leaders must bring legally notarized letters, signed by the parents (or legal guardians), which state that, in case of medical emergency, the Leader, Deputy Leader or Observer should have the right to approve any necessary medical procedure at the IMO. This letter (in English) should state which of the Leader, Deputy and any Observers is (or are) in loco parentis (i.e. they have the legal role of parents of the children aged under 18 in their team during IMO 2023).
  • IMO General Regulation 1.10 concerns bullying, discrimination and harassment. This regulation is in addition to the laws of Japan. The laws of Japan take precedence over General Regulation 1.10, and allegations of serious misconduct will be reported to the police.
  • Team members of Country X should normally be citizens of Country X, but genuine long term foreign residents who are not citizens (and who are being educated in Country X) are permitted to be in the IMO team of Country X provided that the student will spend at least three full academic years being educated in Country X. Such a foreign education must be for a bona fide reason (e.g. family location). Note that IMO tourism is not permitted: a student may not attempt the final selection examinations of more than one country in a given IMO year. A student who changes their country of residence artificially in order to attempt to qualify for the new country’s IMO team, is in fact not allowed to represent. Members of a delegation of any country who conspire to subvert (or attempt to subvert) IMO selection regulations risk suspension from IMO participation. Such a suspension will be reported to the Ministry of Education of the country concerned. (Move 21 to General Regulation at the Joint Meeting in Chiba)
  • The host country can invite 6 students from suspended countries to compete remotely as private individuals (not as a team). The exact protocol for their participation (translations, exam, marking etc.) will be provided in due time.
  • Remote sitting may be permitted but only when Force Majeure makes it impossible to travel to Japan (e.g. full Covid lockdown, armed conflict...). Note that financial reasons are not enough. Countries who wish to apply for permission to sit remotely should send evidence as to why they cannot travel to Japan. A joint IMOB-Japanese Committee will review the evidence and in well founded cases may allow remote sitting. Note that decisions will not be made before the deadline for submitting contestant names (i.e., May 31st)
  • Countries which and people who have been given explicit permission by the Japanese organizers and the IMO Board may sit IMO2023 in their own countries or territories. Such exams must take place in an Exam Centre under the supervision of an independent IMO Commissioner approved by the IMOB. The Exam Centre must be continuously monitored both by the IMO Commissioner and by recording cameras. The recordings must be kept safe until the Ethics Committee approves their destruction. The IMOB and Ethics Committee reserve the right to view these recordings.

    The Exam Centre should mimic the conditions of a normal IMO Exam hall. If social distancing is necessary, then the conditions in the Exam room must comply with local regulations and guidelines.

    Unless there is a special arrangement, the remote exams must take place at exactly the same time as at IMO2023 in Japan. Appropriate language versions of IMO2023 exam papers will be provided to the IMO Commissioner as PDFs before the start of each exam.

    First half-hour Questions of clarification can be answered without reference to Japan with the help of guidelines which will be supplied. Photos or scans of all the written questions and the corresponding written answers must be sent to the Ethics Committee by email at the time the answer is given. The Ethics Committee may deduct marks from students if they judge that unfair assistance has been given. Answers should be given according to the guidelines where possible. In addition to the questions in local languages, translations of question and answers into an official IMO language should be supplied.

    After each Examination, scans of all work should be uploaded for coordination which will be conducted remotely from Japan by the IMO2023 coordinators.

    Note that, in accordance with General Regulation 6.5, participating countries which send delegations to attend IMO2023 in person will have privileged access to the IMO2023 shortlist before IMO2024. Remote attendance is not sufficient.
